Physical Description A rather slender and lanky man, Ralcif had longer (usually about shoulder length) blond hair and usually sports well-kept facial hair as well. His usual clothes tend to be loose fitting shirts with sport coats, a casual look that has come to partly define his persona to the Raeyan people (and by reflection, a large part of Raeyan culture), a far cry from the formal and ceremonial clothing of former Raeyan Presidents. He has plenty of aging lines in his hands and face, and has a bright smile.

Personality & Traits

General Overview Rather laid back for a planetary leader, Ralcif is typically a fun-having individual with a kind, but logical and thoughtful heart. He has been a very popular leader with the people, but much less so with his other political colleagues. He enjoys talking and mingling with the people, and keeps himself more casually dressed as well, often seen in public in the clothes that an average citizen of Raeya would wear, rather than a posh suit of the famous. Known for his personal visits, be it to discuss a law or to thank soldiers for their sacrifice, he prefers to speak not on a pedestal in an auditorium, but moving within the audience. Ralcif usually has a smile on his face, and insists on his personal Raeyan Guard attachés to follow him from a distance while he personally shakes hands, signs autographs, and meets with a gathered crowd. He has generally been a proponent of Federation-Raeya relations, but with the most recent time that the UFP left the planet, he has largely pivoted to Raeyan self-reliance.

Personal History Ralcif was born in 2302, the only child to Makason and Sophla Quilles on Raeya 3 in the city of Ayrenis. He spent much of his young life exploring the large, dense forests that surround the city, living a fairly carefree middle class life. Ralcif developed an impeccable sense of detail of his surroundings and its people. Mostly an average student, Quilles was by no means a popular child, with a small number of friends throughout his childhood. He attempted to attend a Raeyan university, but his mediocre grades and his family's average wealth didn't get him accepted. However, he did grow up in the age of Raeyan warp drive, and like most Raeyan children of his generation, he became fascinated with the possibility of space travel.

Since the few Raeyan spacecraft at the time were being crewed by the Raeyan Guard, Ralcif took that as an opportunity to join up. Despite his parent's reservations about him joining the military, they eventually accepted his decision. However, his experience within the Guard didn't quite go as expected. As Ralcif didn't get the specialized training for space flight, and his impeccable ability to read people, even without using his telepathic ability, earned him a spot as a member of the Dytaal Guard, responsible for the protection of the Raeyan Dytaal Mayors in the city of Martonye. It was a spot he held for nearly two decades. Never really seeing much action, he started to get an understanding of politics, which only fueled his outspokenness over the ever confusing nature of bureaucracy and legislation. His astute political analysis earned him admiration from his friends, who encouraged Ralcif to run for political office, something he eventually pursued. After years of frustration, watching the Dytaal bicker about little things and give no thought to the big, he eventually was reassigned as a personal attaché to the Mayor of Ayrenis in 2341.

With his adept political insight along with his inherent selflessness, Quilles quickly became his Mayor's most trusted aide and friend. In 2345, a survey of the planet saw that that Ayrenis had the happiest citizens on the planet. This earned plenty of ire from other members of the Dytaal Council, and that Mayor did not run for re-election. Ralcif retired from the Raeyan Guard shortly after, and became a well known public speaker and co-host for a political broadcast program. In 2363, when the Mayor for Ayrenis was up for election again, Ralcif cast his name in, and just barely won.

Now a Mayor in Dytaal Council, Ralcif brought Ayrenis beyond, what the city was when he was just a simple bodyguard with an ear for politics. Public projects were pushed forward, new schools were built and the education system was reformed, and the standard of living was the highest as it had ever been in history of the city. Population grew over one million in a time of 10 years, making it the fastest growing city on both Raeya 3 and Raeya 2, much to dismay of the political and wealthy elite. When the Raeyan people found they were not alone, with first contact with the Federation, Qullies was enthralled by these new people and the utopia the Federation seemed to personify. He spent many years learning about the Federation and the multiple cultural and species there. Ralcif, with the help of telepathic education, actually learned to speak Federation Standard. He even put Ayrenis forward as a potential place to build a Federation planetary base there, but the choice was made to build it in the Randa Islands.

However, when the planet was conquered in 2378 by the C'hakilian Empire, Ralcif was a crucial leader of the Ayrenis resistance. During this time, the resistance leaned on his popularity with the people, using Ralcif to broadcast illegal messages. Ralcif was devastated, as all the Raeyan people were, at the destruction of Reaya 2 at the hands of the C'hakilian Empire. Using that loss as fuel, along his Guard training, Ralcif quickly developed a keen tactical mind as well. Knowing what his image meant to his people, he publicly lead and assisted with attacks on C'hakilian targets, which solidified Ralcif's image as a leader and war hero once Starfleet eventually drove the C'hakilians from the system and larger sector.

His unorthodox approach to politics, and war hero image led to a nearly unanimous Presidential election by the Dytaal Council in 2384. President Quilles worked to solidify his people's relation with the Federation, and with Starfleet, who was returning to the sector of space after a short withdraw. Working closely with the commanding officers of Hawkeye Island at the time, including Christopher Johnson, Eric Winters, and Clay Teller, Ralcif showed the citizens what a future as a member of Federation might look like. Despite targeted attacks on Hawkeye, and the introduction of Reayan terrorist group Eternal Light via the assassinations of important Randa Island officials, public opinion was largely swayed Ralcif's way.

Much of Ralcif's momentum ground to a halt with Starfleet abandoning Hawkeye and the Raeyan system once again in 2386. The citizens of Raeya quickly grew irate of watching Starfleet come and go as they please, with seemingly little regard to how it affected their planet. Even President Quilles was quick to pivot to programs to promote and strengthen Raeyan self-reliance, giving large budgetary lines toward Reayan scientific and military growth. The most public result of this is the Raeyan Star Navy, a new branch of the Raeyan military focusing on space-based defense, touting concerns of the growing threats in the sector and the lack of support from Starfleet. Quilles contracted the two large military contractors on the planet to design and build a new class of Reayan starship, the first since first contact with the Federation, along with the smaller contractors to purchase, repair, and rearm various starships at salvage. Along with the small fleet, the Reayans built a fairly comprehensive (but primitive, by current Starfleet standards) planetary defense grid, and early-warning sensor systems to the edge of the Raeyan kuiper belt. While proud of the progress his people made, President Quilles knew the Star Navy would be inadequate with the ever increasing threat from the Typhon Pact, and when the Federation and Starfleet asked to return to Hawkeye in 2396, Quilles formally had the Reayan government invite them back.
